According to a provision in the 2021 National Defense Authorization Act on President Trump's desk, the US Navy will be required to build an FFG class land-based ship testing system for the engineering plant used in its new Constellation class frigate program. The frigate project recently known as FFG (X) includes a propulsion system that has not been previously used in the Navy, and congressional authorities believe this is a risk that can be mitigated through testing facilities. The ship was modified based on Fincantieri's FREMM design, which is a strategy to reduce overall project risks by utilizing existing designs.
