Saudi Arabia is restricted by the United States from purchasing S400- THAAD deployment in the Middle East

According to US Defense News, Viktor Kladov, head of Rostec's International Cooperation and Regional Policy Department, stated that Saudi Arabia has begun accepting terminal high-altitude area defense systems. The US State Department approved the sale of the THAAD missile defense system in 2017, estimated to be worth $15 billion at the time. US and Saudi officials signed an offer and acceptance letter for an intergovernmental agreement on November 26, 2018, which provided transfer terms for the sale.

However, Lockheed Martin, the manufacturer of THAAD, has revealed that the first batch of THAAD systems to be delivered to Saudi Arabia, including the delivery of the later stage interceptors, is expected to take place in 2023 and be completed in 2027. Kradov also stated that Rostec is advancing the S-400 agreement with India, and the plan is proceeding as planned.

Last week, leading a congressional delegation to visit the country, Texas Republican Senator John Cornyn once again argued that US President Joe Biden should abandon sanctions on India's purchase of S-400. The United States is seeing India as a force to counter China's regional influence. I think a lot has happened in the past four years in the relationship between China, the United States, and India. I believe the development trajectory is positive. And I am concerned that if we do not grant them exemptions from CAATSA sanctions [to counter US adversaries through sanctions laws], it will undermine this positive trajectory, "he said. We need to realize that India will not use the S-400 against the United States. They are more likely to use it against our common adversary: China

Kradof also said on Monday that S-400 sales to Türkiye are still continuing. "The second batch will include technology transfer to Türkiye," he told reporters at the Dubai Air Show. Despite strong opposition from NATO allies, Türkiye purchased the Russian system and began to receive equipment in July 2019. As for the United States, it responded with sanctions and removed Ankara from the multinational F-35 Joint Strike Fighter program.
