On July 31, 2020, the Beidou-3 system was officially completed and opened, entering a new era of global services. The completion and opening of the Beidou-3 system is an important milestone for China to become a space power and a significant contribution to the construction of global public service infrastructure. The remarkable achievements are attributed to the establishment of a collaborative, high-quality, and efficient management system for the Beidou system project, and the exploration of an effective scientific management path.
The Beidou system shoulders three major tasks: engineering construction, application services, and international cooperation. In terms of engineering management, it faces many difficulties and challenges, including a wide range of fields, large system scale, large technological span, high indicator requirements, tight construction period, tight element coupling, difficult quality control, high risk level, difficult stable operation, and large interruption impact. It is necessary to apply new methods and concepts of systems engineering on the basis of traditional aerospace system engineering management mode, innovate management in organization, technology, construction, quality, and operation, and establish an engineering management system that adapts to the characteristics of Beidou.
The Beidou system is a successful practice of complex space system engineering, enriching the connotation of space management system. On the basis of inheriting China's traditional aerospace engineering management model, innovation and development have been achieved in response to the characteristics of the Beidou system, forming a Chinese style Beidou system engineering management model. Scientific management and management science have achieved high quality, speed, and efficiency in the construction of the Beidou system. The innovative management model explored and established during the construction of the Beidou system has been fully validated in the Beidou project and can provide reference for engineering management in aerospace and other fields.
